Are overstays eligible for the visa lottery ?

Hi all,

I'm curious, the little that I read on the INA for this thing says that an
alien should be "inspected and admitted or ...". I'm guessing that would
rule out any illegal alien (that didn't enter through an inspection point )
? What about those that overstayed on their visas ?
