Guy, as far as I can tell, we don't actually *have* a charter.
We *do* [1], it just doesn't say what the anti-spammers imply (or
outright say) it says. This has been brought up umpteen times,
including proposals to change the charter (or/and posting guidelines)
accordingly, but nothing ever came of it (other than shooting the
messengers).
