That's the public library system in Gotham,
making the internet available to all with
a library card.

It's not really free... the cost is shifted
from library patrons to the tax payers who pay
that tax levy that supports the library.

Here where I live, they library levy is tacked
onto real property taxes, so anyone who owns
real estate pays.

Not sure how it's done in Gotham.
