A component of skin lightening application is being taken off the market
because there is a remote chance (not verified in any way) that the primary
component MIGHT cause cancer.
The rules allowed no greater than 2% for the over the counter version.
The prescription version (to remain available) contains 4% or more.
The moral of the story.
If it's dangerous just sell it under prescription and charge at least 100
times the base.
