Exactly. In fact Bush's cooking of the books is what led to the Valerie
Plame scandal after her husband, Joseph Wilson, exposed Bush's lie that
Iraq had been trying to buy enriched uranium in Niger for the purpose of
making nuclear weapons. There was no such purchase attempt, and Bush's
pique over being exposed led to Plame's undercover CIA role being outed
as punishment. This act was highly illegal, and should have brought down
the entire administration.
