Like pull ups - if you maintain tension at the
bottom (as most guys do), it's easy to bounce
up - then they do 20 and brag. Try relaxing
completely at the bottom of each one...
The rules for pullups contests I'm familiar with specify a dead hang
position, which means your elbows must be straight. No one said
anything about relaxing, and there's no reason to do that, especially if
you're heavy enough to do your shoulders some damage by repeatedly
hanging your bodyweight from them over and over. Pause for a second if
you wish, but don't relax completely unless you're sure it agrees with
your shoulders. For most people, keeping some tension is the safest
thing to do.
20 pullups from straight elbows to chin touching the bar is worth
bragging about, IMHO - nothing wrong with that.

You can't touch the front of your chin to the side or bottom of the bar -
has to be the bottom of your chin or anywhere under that, and it has to be
high enough that someone standing eye level with the bar opposite you
would see at least some of your chin above the bar when you touch..
Somehow the bottom of your chin counts as the top of your neck in this
case, I guess.
I've watched guys do 30+ of these - pretty amazing. I'm shooting for 20
reps in the Elite Division, which means I'll have an extra 20 lbs. on a
dipping belt while I'm doing them.
