He did invade Tchetchnya (or however you decided to write it).
There is a strong case to be made that Tchetchnya is a state within
Russia -
there was no such argument about Kuwait being part of Iraq

Saddam was a murderous dictator - killed, tortured, numerous crimes

his people, invaded Kuwait without provocation, used WMD - you know the
story

I think I get your drift - are you referring to the use of WMD to end WW2?
Where 2 small cities were chosen rather than to maximum damage to major
population ? If that was not done we would probably still be fighting WW2
.
