Canada is there.
We were talking about this at work when one of our doves said, "Use the
defense budget." No matter what you want to say about the USA whenever
there is a disaster America is the first country to extend aid. Anywhere.
Almost always. Russia, China, the African continent, the Middle East, as
well as allies.
