You can sue the guy who ripped you off in your local Small
Claims Court, but of course you'll never collect a cent of the
default judgment you'll win when he doesn't show up.

Yeah, this really sucks, but it's the facts of life.

There is a third option... If the seller warranted that the
product was in useable condition, and it wasn't, and a
reasonable man would know that it wasn't, i.e., you can make a
good case that the seller committed FRAUD, then that's a
criminal rather than civil matter, and you can try to get the
district attorney in his jurisdiction to prosecute him for it.
After all, $800 + $175 in shipping is a lot of money, and if
he ripped you off, he has probably ripped other people off as
well and will continue to do so.
