Lets see...
There are legal things about such transactions. There is an "offer" and an
"acceptance of an offer".
So the store is making the offer from where they are located. (Web site)
I am accepting their offer from where I am located. (My computer)
Or the actual purchase:
Purchase - acquire with the payment of money.
I am directing that the store be paid from my location - my computer. Same
as at a store and my using a debit card. I am paying for the purchase at the
store. (Even though my debit card may be from a bank in a different state.)
My state does not charge sales tax (Oregon). If I purchase things online
from another state with sales tax, I don't pay sales tax. If I go to that
state in person and pay there, then I have to pay sales tax.

The following question arose, and led to rather heated debate, while a
rebate form was being filled out. What should the answer be to the
question "City Where Purchased?" when the purchase was online (from
Amazon.com in this case)?
One faction argues that the correct answer is the city in which
Amazon.com is located. (Headquarters? Or where the servers are
located?).
Another faction argues that the correct answer is the city in which the
purchaser is at the time of the purchase.
