But it might be nice to have back up. I can add a dial up but will there
be conflicts? The cable modem is always on. Now I put ELNK on the new pc
and maybe I have a problem. I figure we'd only use the dial up if the
high speed went down. Is there a way to set it up so ELNK couldn't
connect if the other one did? Or could you disable the cable modem and
use dial up should you want to.

Or should we drop ELNK and go to a Free ISP like Net Zero? But then the
same questions exists.... having a high speed cable connection and a
dial up on the same pc.Conflicts? Will it work?

I'd say that having a backup is always a good idea. Of the
various services, I hear that cable is the most likely to have
outages.

On a Macintosh, you can set different locations for the computer.
For example, you could set your home location to be home, and put
in the cable modem info. You can then use some other location,
such as mobile, and put in your dial-up info. Then if you cable
modem goes out, you can go into the control panels and switch
your location to mobile to bring up the dial-up.

I don't know of Windoze has anything similar. At the worst case,
you would need to deconfigure your ethernet for cable, and
configure up a dial-up connection, then do the reboot. Maybe
vista will have a better way to do it.

Doing the network flip-flop will take care of browsing. Mail
may still be an issue since you might not be able to pick up
mail from one ISP via the other ISP. But most ISP's have a
webmail system, so that would be your access to mail. Having
a non-ISP mailbox, such as Google mail or Hotmail will solve
that problem.
