The way things are today, you would probably get less time in jail
if you would shoot the owner and then sell the dog. A jury would
probably want to hang you after hearing that you hurt the cute
little puppy-wuppy.

Is there any way you can poison the dog? Give it some hamburger
mixed with rat poison? Or do something non-lethal like shooting
it with a pellet gun? Or untie the dog and hope he runs away?
Maybe kidnap the dog and take it to the pound saying that you
found it running wild?

Either way, I think you will be personally better off to consider
trying the police again. Also call your county government center
and see if they have an animal control group that you can talk
with. Another avenue would be to call the Humane Society and
see if they have some advice. You really don't want to go to
prison over a stupid dog, yet you do deserve to use your home
in a peaceful and quiet manner.
