Does Walmart sell discounted damaged electronics?

I recently purchased a TV at Walmart and I was surprised to find that
it was 10% off. There were no signs in the store that indicated it was
on sale. When I went back a few days later there were still no signs.
Well it appears that the TV is slightly defective. At this point I
can't be sure if it's actually the TV or the particular model. From
what I've heard it's most likely the TV.
What I've been wondering is if the TV was 10% off because it was
damaged (possibly during store delivery) or refurbished. Does Walmart
do that kind of thing?
What's really weird is that I called the store to ask about it and
they can't find on their computers that the TV was bought at that
store. I have the receipt that proves it, but they're saying it's not
showing up in their computers. So they don't know why the TV was 10%
when there were no sale signs indicating that.
I find the whole thing a little odd.
