Charter is indeed terrible. But, the extra $31 is probably tariffs,
taxes, etc. that none of the telecom companies include in their
pricing. You should be able to look at your bill on their web site
and see what each item is.

And while you're at it, please do me a favor and ask them to add C-
SPAN2 to the lineup (all Charter customers, please!).
