I'm a little confused... Every car in Florida, by law, must have
insurance covering it and that insurance must cover any driver, not just
the owner. What is this "nonowner's insurance" you speak of?
It is what you get if you don't own a car and want to rent one
(without paying the exorbitant rental car insurance rates.)
I'm still confused. In Florida, the owner of the car (in this case the
rental car agency) must insure the car. Even if nobody ever drives it,
they have to buy PIP and liability to cover it. The "exorbitant rental
care insurance" is for comprehensive and collision which aren't required
in Florida. You don't have to buy the rental car insurance even if you
*don't* own a car.
