PHONY AUTO THEFT INSURANCE SCAM: Rodney Brian Call & Shaun Mounteer

This scenario is all to common and yet beyond the experience level of
local police to investigate and bring to justice; therefore, the
responsiblity lies squarely with the insurance investigators.
In Phoenix, where the greatest number of car thefts occur, it is
relatively easy to hide in plain sight. Take the case of Rodney Brian
Call and Shaun Mounteer, brothers-in-law, who made a pact to steal
each others cars, meanwhile ensuring the other had an alibi.
Rodney Brian Call had a Jeep with transmission problems and he was
upside down in the car for repairs. Shaun Mounteer had purchased an
older fully loaded van that was nothing but trouble.
They decided the easiest solution to their problem would be to arrange
to have their cars stolen. Rodney Brian Call was no stranger to
brushes with the law, so he needed to ensure that the theft was
reported by someone with a clean record. That day he had his wife,
Nancy Call, drive the Jeep to work. By lunchtime, she had "discovered"
that her Jeep was stolen and reported it to the Chandler, AZ Police.
Incredibly, they still have not investigated the fraud despite having
been tipped off.
Shaun Mounteer was unemployed so it was easy enough for him to catch a
ride to Chandler from his rental in Mesa from his father, a polygamist
living nearby. The insurance company was accustomed getting claims
like these for stolen vehicles so in a very short time, Rodney and
Nancy got their check for their car.
Next, they put the second half of the plan in to play. Shaun Mounteer
needed his van stolen. Shaun never attended church but this Sunday
morning, for some unexplained reason he went to Church with his wife
and children. His wife, Andrea Mounteer, was witting of the plan and
was very nervous that day in church. Their services were from 9 - 12
and when they went to go home, their van was mysteriously (or
magically) gone. They arranged for a ride home and immediately called
the police to report the theft.
Rodney had been taken to the church site by Shaun's father, the
polygamist. It was indeed fortunate for Shaun and Andrea because their
van's engine was scheduled for an expensive and total overhaul. As
soon as the insurance company paid off, Andrea was sill very nervous
and insisted that she move to Utah, fearing the Mesa, AZ Police
Department might start asking questions and they would get in trouble.
Incredibly the Mesa Police Department has not investigated this fraud,
despite having been tipped off.
The culture has determined that it is easier to just accept the story
of the theft than spend more money investigating which may or may not
turn up enough evidence to yield a guilty verdict and the insurance
companies fear bad faith charges should they not pay up and meanwhile,
we all pay the price for the fraud.
Recommendation: We need legislation that forces the conspirators to
pay the cost of the investigation, like they do in the Philippines,
and tie it inexorably to restitution.
