How to stop NORC calling me?

I keep receiving calls from what is displayed as "NORC" or "NORC
University of Chicago" in my caller ID, (312) 759-5298, everyday.
Sometimes in the early morning; sometimes at night. It really disturbs
my wife (having night shift) and baby's sleep. The incoming call is
apparently generated by computers. Once I pick up the call, it
mentions some kind of randomly selected survey, asking me to choose
one of listing options, but none of which is "do not call next time"
and no selection for talking to a human. When I called the number
back, nobody answered the phone. I only got a recorded message.

How to deal with this kind of call? How do I get it stopped? Is there
any legal action that can be taken? Thanks.
