256mb was standard because it was the published minimum for XP.
If you look at most advertised machines with Vista, you can
typically figure out the version of the operating system based
on the memory. If it's 512mb it's Home Basic. If it's 1gb, it's
Home Premium. In both cases, it's the advertised minimum for
that version of the OS. The Home Premium machine will also
typically have a separate video card.
Of course with higher end PC's, they will give you more RAM than
the minimum required for Vista.
