What group to report FIRE hazard Toaster Oven??

Hi,
I have Black and Decker TR0200 toaster oven that almost burned down our
place!!
Both knobs were off but the electric oven decided to go on full power
by itself while we were gone at work. Close call...it burned up a few
things next to it...and stunk up the house.

Does anyone know who I can report this to??
I live in CA if that helps too.
