Perhaps not. I did find this though:

the Federal Trade Commission (FTC) ... required CompUSA to overhaul its rebate
program, prohibiting the company from advertising rebates unless it can prove,
through a prior or existing relationship, that the manufacturer pays rebates in
a timely manner. If no record exists with the company in question then in order
to advertise the rebate CompUSA must conduct a financial analysis to insure that
the manufacturer can pay the offered rebate in a timely manner, the FTC said.
