Chase credit card - credit line lowered.

Hello folks,
Oh, I forget to tell you something last year. Last fall, I received a letter
from Chase bank said that my credit line had been lowered by a few hundred
dollars ($300 less). I contacted the bank and asked why. They mailed a
letter explaining about that.
My letter showed that two reasons for lowered credit line - balance too
close to credit line (only few accounts) but too many zero balances. That
is so weird. I contacted three credit agencies for FICO scores, etc. Hmm.
Equifax showed that my FICO score was 718 while Experian showed my score was
660, etc. That mean they should not lower my credit line. I called Chase to
explain about that. They told me that they do not care about FICO score but
scanned everything through credit reports (comphresive check) every time.
Today I checked Experian for monitoring my FICO score and showed that my
FICO score was slightly varied between 650 to 690 every month (almost
unchanged).
Does anyone have any experience with Chase credit card with lowered credit
line?
