I'd start by mailing copies of all the submissions you have to prove you
filled it out and send to their corporate office. Once they see you
purchased what you were suppose to they will provide the refund - if you
don't have copies of what you submitted you really are almost out of luck

A few months Warner Brothers was having a rebate on their dvds.
You get a rebate based on how many dvds you have, etc...up to 6 dvds
(you get $50)

I submitted it in the begining of June, but have not heard back, so I
called last week.

I was told that I was not in the system and that they were backed up.
She told me to call again in a week, and if I am not there, then to fax
in my copy of my forms.

I called today and told them what the customer service rep told me last
week.
She could not find me in the system, and she put me on hold for a few
minutes.
When she came back she said, I was misinformed last week about faxing
in my copies, because:
"All rebates must be received by July 15th, they are not responsible
for lost or misplaced mail"

So in other words she told me too bad, Im not getting a rebate.
I know most rebate companies print that, but theres still the aspect of
proper business.
They could in theory throw out all the rebates and say "We never
received them" and theres nothing the consumer can do.

Do I have any other recourse here?
