Does that mean the people who planted the trees didn't know what they
were doing, or did something unforseeable happen?
Or were the pavements laid after the trees were already there?
Could be either possibility. If you're really curious, the next time you
see a property where this is happening, ask the property owner if he or
she knows what the situation is. The property owner may not know either
though.
