Credit Card statements not showing up in mailbox

What is the best avenue of approach to solving this problem. My parents
(seniors) have a card with Citi. They've had it for yrs w/o problems.
The last 4 months no billing statements have arrived in the mail even
though there are charges being made.

Forgetting one statement or tossing one by mistake, maybe, but 4 months
of statements in a row?!? I've been watching the mail the past two
months and I know nothing is coming in and ltr's are certainly not being
tossed. A call to Citi confirms the mailing name and address Citi has is
correct. The post master states that all my parents mail is being
delivered, nothing is on hold.

Citi insists the statements are going out, at least the customer
disservice rep (they are not very polite) says so. But that doesn't
"prove" they are actually being mailed. Of course various fees are
placed on the acct, that is something CC co's do with surgical
precision, they never miss an opportunity to get more money out of the
customer. What is the best course of action? FTC, BBB, Citi?
