I don't think it would be that bad. A trigger in the roadbed would
grab a single frame when the car is in the right position to see the
plate. Continious vidio not needed, just a single frame every few
seconds as cars pass. Lighting would be needed at night. Perhaps a
flash triggered by the same sensor that triggers the camera or an
infra-red floodlight etc etc. Each frame would contain a timestamp and
a location code.
