To what authorities did you report this?

Fort Worth was recently declared one of the safer places to live
because, among other things, there were "only" 58 (I may not have
remembered the exact number correctly) murders in some year. Does
that mean there are no laws against murder in the USA? Certainly
not. (Among other things, the entity doing the counting only counts
crimes.)
