Only to some less-qualified drivers, who are probably at the ragged edge of
being able to drive a car anyway. If there were graduated driving licenses
(like they have in Germany) and testing done (like a flight physical,) the
people who have "the right stuff" can be separated from the people who "do
not have it," and the latter should have a restriction placed on their
license (no smoking, drinking, eating, putting on makeup, or talking on the
phone.)

The egalitarian notion that one size fits all, and everybody has a right to
drive, gets in the way of common sense. Why not apply the same logic to
airplanes? Then pilots cannot talk on the radio while flying. Amyway, this
subject has been beaten to death in rec.autos.driving (something like that.
I quit after the argument went on for months.) There are some people who
are the lowest-common-denominator lawmaking types. They refuse to admit to
human differences and think one law should be the same for all, regardless
of abilities. Those are probably the people that have difficulties in
driving and talking and think that others have the same limitations.

Carl Sagan once did a demonstration, on the series Cosmos, demonstrating the
diffference between a one, two, and three dimensional world. One of the
things that he emphasized is that a two-dimensional aware being has no clue
about a three dimensional universe, since all sensation has to be wrapped
into a two-dimensional framework. It's like a pilot without depth
perception. To him the scene in front is like a movie screen, left and
right and up and down but no near or far. Landing the airplane will be a
real problem, if not impossible.

Anyway, the two-diminsional driver will not understand that others do not
have their limitations, and will seek the lowest-common-denominator laws.
