Permanent roof anchor?

I've got a safety harness on order and always wondered how the roof
anchor
was supposed to be removed and the holes sealed after use. Now I'm
wondering if, with stainless steel hardware, it makes any sense
whatsoever
to leave the anchor in place permanently. If I have to get up on the
roof
twice a year to clean the gutters, wouldn't the damage from installing
and
removing a roof anchor repeatedly cause more damage than installing a
permanent one?
For those wondering why on earth I'm considering cleaning the gutters
from the top, as opposed to from a ladder, it's because the lot
doesn't
permit unfettered access. IOW I'd love to be able to use the ladder
approach but it's not possible given the geography.
