Lanolin is a really bad thing for someone who is allergic to wool.
If you aren't averse to petroleum jelly, it's inexpensive and often recommended. If you want something fancier, there are a few things like Aquaphor and the like that are basically glorified petroleum jelly. Otherwise try to stick with a skin cream that will help retain moisture more.
A Google search on "outdoor winter skin care" also will net you lots of informative reading material.
