Yeah, all houses have mold spores, which is why you want to make sure
the house doesn't LEAK. You cannot prevent mold, (or should I say
rot), if there are water intrusion issues that aren't properly fixed.
Mold decomposes material, which compromises its strength so whether you
believe mold is a health problem or not, it IS a problem to building
materials that are rotting. Whatever the builder did, he may have done
to make it appear he remediated the mold in case you later sue him for
mold. But be clear that it is the leaks that lead to mold growth and
rotting materials that is the problem. Not that mold exists everywhere.
