Ginge es vielleicht mit Kupferlackdraht?
Flach auf die Pads nach aussen gehend löten, PLCC (mit nach aussen gebogenen gekürzten Pins) mit Heisskleber drüber und am PLCC anlöten?
Abblockkondensatoren evtl. seitlich direkt am IC an die entsprechenden Pins dran, falls es die gestiegene Leitungsinduktivität nicht gut findet.

So hab ich mal eine Stereoanlage gerettet bei der der Controller nur noch im unpassenden Format zu bekommen war, allerdings waren auch gut 6mm über der Platine frei.
