In den internationalen Bridge-Regeln gibt es im Vorwort eine
Erklärung auf Bestimm- und Verbot-Verben:

Englisch:

Established usage has been retained in regard to “may” do
(failure to do it is not wrong), “does” (establishes correct
procedure without suggesting that violation be penalized)
“should” do (failure to do it is an infraction jeopardizing
the infractor’s rights but not often penalized), “shall” do
(a violation will incur a procedural penalty more often than
not), “must” do (the strongest word, a serious matter
indeed). Again, “must not” is the strongest prohibition,
“shall not” is strong but “may not” is stronger – just short
of “must not”.

Die bewährte Unterscheidung von „darf“ (das Unterlassen
stellt keinen Fehler dar), „tut etwas“ (beschreibt das
korrekte Verfahren, ohne eine Aussage über die Strafbarkeit
bei Abweichen zu treffen), „sollte“ (das Unterlassen stellt
einen Regelverstoß dar, der die Rechte des betreffenden
Spielers verwirkt, ohne dass dieser Vorfall oft bestraft
würde), „soll“ (ein Verstoß wird öfter eine Verfahrensstrafe
nach sich ziehen als nicht), „muss“ (die stärkste
Formulierung, ein schwerwiegender Vorfall bei
Nichtbefolgung) wurde beibehalten. Ebenso beschreibt „darf
keinesfalls“ das stärkste Verbot, und „soll nicht“ ist
stark, jedoch ist „darf nicht“ stärker – kurz vor „darf
keinesfalls“.

Sie ist natürlich auch in den dänischen Regeln zu finden.
