how can i QoS Diffserv Layer 2 setup my outgoing packets?

i have an fedora core 4 and i hope that i in the right newsgroup.
i have an problem to setup quality of service for my network traffic. i must
set tos in layer 3 and qos in layer 2.
i have tried out any settings with iptables, but it doesn't work.

i hope that anyone can help me or give me an link with working command
samples.
