I agree with you that the evidence points to dvips and I think
configuration is likely where the trouble is.

Because, if it is *not* a configuration problem, then it is a problem
with the dvips executable - there is no evidence to suggest that 5.95b
ever had a known problem like this and the 5.95b changes only have to
do with enabling the secure mode. And it is unlikely that the executable
got corrupted in some undetected way, or that Mandriva made some other
change in the source. That leaves configuration.

At anyrate, the easiest next step is to take a look at the config.ps
files. Note that forcing a paper format or portrait or landscape mode
will cause EPSF to fail. If this turns out to be the problem, imagine
how much work could have been saved if the dvips had reported what the
specific issue was from the beginning.

As I reported, Yes, it does seem to have been a configuration issue,
with my putting a
t letter
option into config.ps, because Mandriva chose A4 as the default.

Yes, Probabaly 2 days of work would have been saved.
