No, AFAIK sadly the only way to generally change the comment
restriction is to by Adobe Acrobat and use that.

That's true for AR, but Foxit Reader or better PDF XChange Viewer simply
write a new PDF file with the annotationa included. The tool you wrote
about is AREnable:http://sourceforge.net/projects/arenable/
But you need an unresticted PDF file as AREnable is transfering the
rights from the one file to the other.

that is what I mean by 'not solved in generel'

I simply cannot understand why Adobe has not released a tool to enable
this feature for free, it is a very handy feature for PDF.

They have a business to run :-)
