I've just submitted a LaTeX-formatted article to an Elsevier journal and
was instructed to use a new package available here:

http://www.elsevier.com/wps/find/authorsview.authors/latex

Yes, and its documentation is called... elsdoc.pdf. (I have no idea why the OP doesn't just checks Acrobat's accursed "shrink/fit/rotate to fit paper size" checkbox that we all love so dearly)

But mainly: hooray, the witch is dead! The hoops we jump through for SIAM, Elsevier and Springer with their mutually-incompatible shoddy classes... never have coauthors funded from the same project, I tell you. Better yet, don't have coauthors from the same site either.
