Gaps in text

Dear All
I am writing a thesis. When I obtain the final documment I notice
that some pages have blank gaps. Some because the next section begins in
next page. How I put the next section to begin in where is the gap.
Can I give some instruction to do that? Or if I have to do the
pagination by my self, page by page, which instructions I have, to
impose that a section begin in the page before?
Or I have only to use \vspace{-2cm} or so.
