The failure of LaTeX to spread there is the most obvious symptom
of the general failure I was lamenting.
My impression is that computer scientists & physicists (& engineers) _do_ use LaTeX (not all, of course, but many). It is at least the case at my university and I think at most universities here in Belgium. (To back up my claims: I'm a physics engineer with a PhD in applied math currently working in a math/computer science department; I've studied/worked at two different Belgian Universities and know numerous people in others.)
I've shown my sister (Germanic languages & philosophy) how to use LaTeX and now she impresses her colleagues with the quality of her typesetting. She has to deal with Word requirements for conferences and such, though.
I don't think you need to lament. Instead, pick somebody you think could get something out of (La)TeX, introduce it, and follow up. It takes about half a year, then they can mostly manage by googling. Repeat. ;-)
