I drive in Miktex 2.7 but this may not be a Miktex problem. I just
updated my setup. My production system was stable before the update.
My tex documents do contain a \pdfoutput=1 directive. But now it
gives me the following message.

Package pdftex.def Error: pdfmode expected, but DVI mode detected!
(pdftex.def) If you are using 'latex', then call pdflatex'.
(pdftex.def) Otherwise check and correct the driver option. Error
recovery mode by switching to PDF mode.
See the pdftex.def package documentation for explanation.

pdftex has been changed. It now tries to detect if the mode is set
correctly. Probably your document is faulty, but it could be also the
fault of a package you are using. Make a complete minimal example.
