I see absolutely no reason why updating the CVS/RCS string should cause
a difference, unless there is something about the file itself that makes
use of the version number as distributed and checks it.
It is. (Specifically, it uses the $Date for the release info that
\listfiles will give you, and that _must_ _absolutely_ have the format
YYYY/MM/DD. Not two-digit years, not dashes instead of slashes. I strongly
suggest you check it in as binary (-kb) to avoid keyword epxansion. (I'll
have to check, I didn't even know CVS could use a localized date format.
What a braindead idea!)
