Probably not. Make a folder-tree
C:\KurtsLocalTexmf\tex\latex\facsimile
Put your .cfg in this folder.
Then go to miktex settings, tab roots, add KurtsLocalTexmf as a new
root.
(perhaps you need admin rights for this).
Make sure that your root it is the first in the list (and so the first
to be searched by moving it up!
You can then use KurtsLocalTexmf for all your personal configuration
files etc. Also for graphics. Everytime that you add something to the
texmf you will have to refresh the FNDB.
