In my experience, a reason for this is given by cultural heritage:
often they just want to get it done and quickly and do not care about
doing it Right(TM) whatever that means. So they ask around and get
suggested code e.g. from their advisors, whose knowledge in turn dates
back to plain TeX, so blindily they mix high level LaTeX constructs
with low level, possibly suboptimal, TeX hacks.
