This is what I don't understand. I have Ghostscript and GSView
installed. (I used the PDF provided with the ProTeXt installer
package).
I can only think that for whatever reason, MikTeX doesn't know where
the Ghostscript and GSView programs are located.
It's not just that: the executables for gs and gsv have different
names for *nix and WinXY (gs for the former, gswin32c for the latter),
so the script, written with POSIX platforms in mind, simply fails to
find the right exe, even if the paths are right.
Even if you change the perl script to have the right gs name, gswin32c
doesn't support the required pbm format IIRC; so installing and
running abc from within cygwin's bash is the best way to go, IMO. You
don't have to rename anything; just make sure to put the ps2eps script
somewhere in cygwin's search path.
