Thanks Alan, I had blithely assumed the link was to a different post
of the beginning of August that deals with these issues (apologies
Martin), that clears things up, as well as the info on how to create
root directories.

Should the localtexmf folder be created on installing MikTex, I cannot
see one on my C drive? (Not an issue I hope, given that I can just
create a new root directory, just somewhat curious as to why I don't
have one).

No, it's a directory you have to create yourself. The reason everybody seems to have one is because it is very useful to have a local root directory (not just for .bib files -- any packages you install yourself instead of via the MiKTeX package manager should go there to keep MiKTeX from overwriting them), and by convention nearly everybody calls it "localtexmf". You can call it whatever you want, have more than one if you like, and add them whenever you wish -- the only requirement imposed by MiKTeX is that it be TDS-compliant, as explained in the link to the manual I gave you yesterday.
