Photoshop *will* do this.
You need to tell us *what* didn't work (eg did it create empty output files, did you get an error message, did it even open the files, or what). Until you give us some detailed and accurate information, we're just guessing...we can't see your screen and your folders from here.
I missed the part about Photoshop not working before my last response.... While I agree with Peter that it would be helpful to know in what way it failed, I do recall having problems with Photoshop (and Illustrator, for that matter) in the past. My guess is that you saved the .eps with an embedded preview, thumbnail, or something of that sort. That kind of thing has prevented my .eps files from playing nicely with LaTeX in the past.
Run them through eps2eps (a script included with Ghostscript) or re-save the file from Photoshop, turning off all of the options it presents you with -- no previews, no thumbnails, no extras whatsoever -- and see if that solves your problem.
