maybe I'm missing something here, but what about skipping web-based
compiling and using version control for the tex files? Then all you need is
a centralized tex distribution on the network (including the reference
database).
That way each author could check out the source file(s), edit and compile at
their desk, but the only thing really local is their checked-out copy of the
tex source.
