Print it out. Take scissors and cut the page material and the
footnote out. Now rearrange your pieces such that the footnote does
not get split but the page is reasonably full.

See? It is not possible. You need to rewrite your text
appropriately. Once the question changes from "What can I do to stop
LaTeX splitting one footnote" to "What can I do to stop LaTeX from
splitting the footnote at the ugliest possible point", the bigfoot.sty
package becomes interesting.
And if "large gaping white hole on the paper" is also an option, you
can use
\interfootnotelinepenalty=10000
But that's about all. LaTeX can't magically let geometric problems
disappear.
