LyX hebrew issues



Appearantly there is some known bug which causes the Table of contents
to display as gibberish (or not display correctly) when titles and
sections are given Hebrew names. However, the solution seems to be not
so known. I was told that I need to change my LyX LANG environment
variable. How do I access it on a *Windows* platform (namely, Windows
XP) ?
