To add another LEGAL possibility for people looking for this
functionality:

Foxit Reader allows to add comments. The cost free version adds a note
to the comment that it was created using the unregistered version.
Foxit Reader is available for MS Windows and for Linux (Fedora 4 and
SuSE Linux 10.0)
