it's odd that they didn't choose to use texinfo, which they presumably
know how to use, in place of latex, which they plainly don't know how
to use. admittedly, this prevents people from incorporating the fdl
in latex documents, but the who would incorporate _that_ file into a
latex document they cared about?
I don't know where you looked, but at
http://www.gnu.org/licenses/licenses.html
I found the fdl in html, txt, tex and texi format. I am unable
to process the .texi file by itself.
All these are accompanied by the statement
"These documents are not formatted for standalone publishing,
and are intended to be included in another document."
In light of this, it is absurd to think that the latex preamble
has to be preserved. (I also believe that correcting the mistakes
is the right thing to do.)
